REQUEST FOR QUALIFICATION (RFQ)
PUBLIC PRIVATE PARTNERSHIP (PPP) PROJECT
MOI UNIVERSITY HOSTELS PPP PROJECT
TENDER NO: MU/RFQ/31/2017-2018

  1. Moi University, a public university established under the Moi University Charter (hereinafter referred to as the “University”) hereby invites sealed applications from competent local and international firms or consortia to Pre-Qualify and Bid to design, finance, construct, operate, maintain and transfer the Moi University Hostels PPP Project (the “Project”) in Uasin Gishu County under a Public Private Partnership arrangement. The scope of the Project consists of an 11,000 bed-capacity student hostel accommodation at the University’s Main Campus, a 4,000 bed-capacity student hostel accommodation at the University’s Law Campus together with bulk infrastructure and associated facilities.

  2. An open competitive bidding process for the Project will be conducted to solicit bids in accordance with the procurement rules and procedures for solicited bidding as set out in the Public Private Partnership Act (Act No. 15 of 2013, Laws of Kenya) (the “PPP Act”).     The Bidding Process will consist of two stages as follows: (i) Pre-Qualification Stage; and (ii) Bid Stage for Pre-Qualified Bidders. Prospective Bidders can Pre-Qualify by submitting the completed Qualification Documents provided in the Request for Qualification (“RFQ”) and by demonstrating that they meet (or surpass) the Minimum Qualification Requirements. Only Prospective Bidders that submit compliant Qualifying Documents and who meet (or surpass) the Minimum Qualification Requirements will be selected as Pre-Qualified Bidders and will be eligible to participate in the Bid Stage.

  4. The University will conduct a Pre-Qualification and Investor Conference of the Prospective Bidders and interested lenders, the details of which are set out below. The purpose of the Pre-Qualification and Investor Conference is to clarify any part of the RFQ or the Bidding Process and to answer any relevant questions Prospective Bidders may raise.

  5. Prospective Bidders shall submit their Qualification Documents no later than 2:00 pm, Kenya Standard Time, on 28th February 2018 by depositing them in the tender box located at Moi University Main Campus on the Ground Floor of the Administration and Senate Building or sending them by courier at the address provided below:

  6. The University reserves the right to reject any or all bids and terminate the Bidding Process at any time where it considers an award may not lead to benefit to the University.

Notice of the 35th Graduation Ceremony

35TH GRADUATION CEREMONY TO BE HELD ON THURSDAY 21ST DECEMBER, 2017

Moi University wishes to inform CANDIDATES who qualified for the conferment of various degrees and award of diplomas during the 2016/2017 academic year that the 35th Graduation Ceremony will take place on Thursday 21st December, 2017 at the Main Campus, Graduation Pavilion.

CONFIRMATION FOR GRADUATION

Candidates who have already cleared and confirmed their results with their respective Deans are the only ones to graduate.

ACADEMIC DRESS, GRADUATION AND CONVOCATION FEES

Graduands will be issued with graduation gowns at their respective Dean’s Offices on Monday 18th and Tuesday 19th December, 2017 between 8.00 a.m. and 5.00 p.m. All graduation regalia must be returned on or before 12th January, 2018 and those returned after the deadline shall attract a penalty fee of Kshs: 500.00 per day.

THE MANDATORY GRADUATION AND CONVOCATION FEES ARE AS FOLLOWS:

Postgraduate Diploma and Masters 5, 000.00
Doctorate 5, 500.00

The amounts above are inclusive of Ksh. 1000.00 Convocation fee. Graduands will automatically become members of the convocation upon graduation.

Graduation and Convocation fees MUST be deposited to Moi University Account Number: 01021029582000 at National Bank of Kenya, Moi University Branch.

GRADUATION REHEARSAL

All graduands are required to attend the Graduation Rehearsal at the Graduation Pavilion on Wednesday, 20th December, 2017 at 9.00 a.m. in full Graduation Attire.

PUNCTUALITY

Graduands, their parents, and guests should be seated by 8.00 a.m. Late comers will not be allowed into the Graduation Pavilion.
